Our work with the World Bank on how to mitigate the social impact of heat tariff reform in Belarus has just been published and is now available as a book or PDF. The book identifies three key recommendations and a road-map for heat tariff reform which protects the poor while improving Belarus’ energy security, fiscal sustainability, and industrial competitiveness.
