The Asian Development Bank (ADB) wanted to develop a policy paper on renewable energy public-private partnerships in the Pacific. ADB wanted an expert to draft two sections of the paper focusing on electricity tariffs cost structures and cost trends in renewable energy in the Pacific.

DHInfrastructure researched and outlined the basic components of electricity costs for electric utilities in Samoa, Tonga, Papua New Guinea, Palau, and the Solomon Islands. This review included capital costs, operations and maintenance costs, fuel costs, financing mechanisms, technical losses, policies and regulations, and tariff structures. We also researched cost trends for renewable energy and non-renewable energy generation since 2010 and illustrated how the overall cost structure for electricity would change with the growth of more renewable energy sources in the energy mix in the Pacific.
