The Asian Development Bank (ADB) wanted to assist the Government of Tuvalu with project readiness financing for the proposed Funafuti Water and Sanitation Project. Readiness for this Project would require a new institutional framework that would enable the Project to be implemented in alignment with Tuvalu's national strategies and goals.
Service Provided
DHInfrastructure provided recommendations for institutional arrangements and legislative reforms necessary to establish a Centralized Water Authority. We reviewed the legal and regulatory framework in the water, sewerage, and sanitation sector, as well as the sector's institutional capacity for governance and accountability. We then recommended policy and regulatory revisions and strategies for improving operations and management, including capacity building, performance contracts, and a human resources assessment. We also made recommendations on the structure and level of tariffs based on the estimated cost of service under the Project and affordability constraints.
