The Massachusetts’s Attorney General’s Office of Ratepayer Advocacy (AGO) required the assistance of technical expert consulting services for its review of Boston Gas Company and Colonial Gas Company d/b/a National Grid’s reconciliation of its 2017 Gas System Enhancement Plans (GSEP) and for review and approval of each companies’ 2018-2019 Gas System Enhancement Reconciliation Adjustment Factors (GSERAF) submitted to the Department of Public Utilities (DPU).
DHInfrastructure was hired by the AGO to advise its staff through the investigation into the GSEP reconciliation and GSERAF filing submitted by National Grid in 2018. Our analysis focused on the prudence and eligibility of GSEP costs. To this end, we reviewed project cost estimates and invoices and submitted discovery questions on various anomalies encountered. Our staff prepared cross-examination, supported the AGO at the evidentiary hearings, and subsequently wrote sections of the initial brief submitted to the DPU.
