PPP Options for Improving Aging Infrastructure in Armenia

Description

The Government of Armenia and the Municipality of Yerevan asked the Asian Development Bank (ADB) to evaluate whether it would be feasible to finance improvements to certain aging infrastructure through public-private partnerships (PPPs). The Municipality of Yerevan was interested to see if a PPP option was appropriate for improving the condition of elevators in publicly owned condominium buildings, most of which are beyond their expected life. The Government of Armenia also wanted to evaluate the possibility of building a section of highway and procuring railroad rolling stock through a PPP.

Service Provided

DHInfrastructure evaluated the extent of rehabilitation required in the elevator stock and estimated rehabilitation costs. We then developed a set of potential PPP options, including the costs and risks of each option, for Yerevan Municipality for procuring and maintaining new elevators. DHInfrastructure also evaluated the viability of a section of the proposed highway that was being considered for a potential PPP scheme and created a financial model to inform the Government of Armenia what the toll level would be under different levels of government subsidy.
