The Asian Development Bank (ADB) wanted to explore the potential for Fuel Hedging in Fragile and Conflict-Affected Situations and Small Island Developing States Countries. ADB wanted to understand fuel expenditures, fuel subsidies, the fuel supply chain, and commodity hedging experience in the region.
Service Provided
DHInfrastructure reviewed and analyzed Pacific Countries' fuel supply chain and storage, including commercial and financial arrangements by the state-owned power utilities, fuel supply companies, and governments. We also conducted an analysis of fuel consumption by Pacific Developing Member Countries and an analysis of fuel subsidies (direct and indirect) by the state-owned power utilities and governments. DHInfrastructure projected scenarios for the cost of fuel and estimated subsidies required for 2023 - 2030.
