GWSP Block C Baseline Assessment

Description

The World Bank wanted baseline assessments of activities supported by the Global Water Security and Sanitation Partnership (GWSP) in six countries and three regional country groupings: Bangladesh, Ethiopia, Haiti, Jordan, Mozambique, Nigeria, Central Asia, Senegal and Niger River basins, and the Pacific Islands. The purpose of this baseline was to monitor the combined impacts of technical assistance, knowledge work, and informed lending operations and to provide additional opportunities for learning and evaluation with a focus on sustainability and resilience, reaching vulnerable populations, partnerships, and delivering services in fragile, conflict, and violence-affected settings. The 2025 baseline will inform the monitoring and evaluation process through 2030.

Service Provided

DHInfrastructure reviewed project and program documentation and interviewed stakeholders to create comprehensive baselines for each Block C country/country grouping. We summarized water sector challenges, mapped stakeholders, created a theory of change, drafted a results framework, identified learning questions, and created a learning template. We consolidated all findings into a baseline report and presentation for the GWSP Council.
