Description
The Millennium Challenge Corporation (MCC) has partnered with the Government of Senegal on a Power Compact to improve the quality of and access to electricity and enhance governance in the country's electricity sector. MCC hired Mathematica to collect baseline data on these activities to allow for robust measurement of changes in the sector as a result of the project. Mathematica wanted to hire a consulting firm to independently review and recommend changes to its baseline study design and project implementation plan.
Service Provided
DHInfrastructure reviewed project summaries, study designs, survey samples, and questionnaires. We identified strengths, weaknesses, and areas for improvement in the Baseline Study and data. We then evaluated changes Mathematica proposed to the design of the Baseline Study and survey instruments. We assessed the extent to which Mathematica's proposed approach and changes align with MCC's standards for high-quality independent evaluation.
