Mid-term Evaluation of IFC Central Asia and South Caucasus Energy Infrastructure Program

Description

IFC wanted a mid-term evaluation of their Central Asia and South Caucasus Energy Infrastructure Program (“the Program”), which promotes renewable energy development in the region through supporting governments in improving the investment climate for renewable energy, and through direct support to the private sector.

Service Provided

DHInfrastructure conducted an external mid-term evaluation of the Program to assess its progress toward priorities, objectives and targets; its operations and processes; and its strategic regional approach. The evaluation was based on the Organization for Economic Cooperation and Development (OECD)'s Development Assistance Committee (DAC) criteria of relevance, effectiveness, efficiency, impact, and sustainability, and paid particular attention to the effects of macroeconomic changes and other intervening factors, such as falling oil prices and variations in exchange rates, on the Program's implementation. As a final output, DHInfrastructure identified lessons learned and made recommendations for adapting the Program's approach during the second half of its operations, including revising targets in light of the difficult macroeconomic situation in the region and developing a methodology for attributing indirect impacts.
