The Millennium Challenge Account Mongolia (MCA-Mongolia) wanted to assist the Water Services Regulatory Commission (WSRC) in developing a tariff system that allows water service to be financially sustainable but also affordable for households, including a subsidy or assistance program for households that makes subsidies explicit.
Service Provided
DHInfrastructure assessed WSRC's capacity, developed an institutional strengthening strategy, and assisted WSRC in updating it strategy planning document. We then supported WSRC in drafting a national household water affordability policy and make recommendations on consumer subsidy and customer assistance program design options. We also facilitated stakeholder discussion about the subsidy and assistance program options. We proposed tariff revisions that incorporated our subsidy options, developed a tariff simulation model, conducted and evaluated tariff and subsidy simulations, and supported WSRC in presenting tariff and subsidy simulation results to stakeholders.
