The Public-Private Infrastructure Advisory Facility (PPIAF) wanted to conduct an ex-post evaluation of 28 projects that closed in fiscal year 2022 and a country assessment of PPIAF-funded technical assistance in South Africa from 2000 to 2024.

DHInfrastructure prepared evaluation reports for 28 projects covering PPIAF's main infrastructure sectors (energy, digital technology, transport, and water and sanitation) as well as projects that developed global knowledge products. We conducted a desk review, interviews, and external research for each project; tracked relevant indicators and results; and identified patterns of success or failure and lessons learned for future PPIAF funding. DHInfrastructure also prepared a country assessment of PPIAF projects in South Africa from 2000 to 2024. We reviewed project documents for 31 PPIAF projects and conducted interviews with project task teams and country stakeholders. We evaluated PPIAF's assistance against the Organization for Economic Cooperation and Development (OECD)'s Development Assistance Committee (DAC) criteria of relevance, effectiveness, impact, and sustainability. Based on the evaluation results, we provided recommendations on how PPIAF should shape its future engagements in South Africa.
