Analysis of District Heating Investments in Dnipro, Ukraine

The United States Agency for International Development (USAID) Energy Security Project (ESP) works with the Ukrainian government, private sector, and civil society leaders to improve Ukraine's energy security and transform Ukraine's energy sector into a modern, market-oriented, EU-integrated, engine of growth. One specific dimension of ESP is to provide technical assistance to municipal stakeholders in the implementation of district heating sector reforms. TetraTech, the implementer for ESP, sought to develop a heat supply scheme for Dnipro from 2024 to 2034.

Service Provided

DHInfrastructure supported the development of a heat supply scheme (HSS) for Dnipro. We developed two scenarios for the HSS and proposed a recommended scenario based on a comparative analysis including cost-benefit analysis, economic analysis, financial analysis, and resiliency and environmental assessments. Once the recommended scenario was established, we developed an investment plan with the sequence of projects proposed and conducted pre-feasibility studies for each discrete investment projects. Finally, DHInfrastructure developed a Financial Management plan for the district heating company.
