The World Bank wanted pre-feasibility studies to identify and prioritize clean heating investments in Bishkek, Kyrgyz Republic as well as recommendations on policy, regulatory, and institutional measures for supporting such investments.
DHInfrastructure completed an assessment of clean heating investments in single-family houses, multifamily apartment buildings, and public buildings. As part of this assessment, we analyzed the technical, economic, and financial feasibility of alternative heating solutions as well as environmental and social impacts of each alternative. We identified options for scaling up sustainable heating. We ranked the options based on our assessment of (1) levelized financial and economic costs, (2) household affordability, (3) the need for investment subsidies, and (4) the availability of technologies. We also recommended financing mechanisms for each option, proposed a high-level implementation scheme, and provided analysis on related regulatory, institutional, and social interventions needed to facilitate uptake of these technologies.
