The Public-Private Infrastructure Advisory Facility (PPIAF) wanted to conduct a review of a large sample of projects that it funded between 2011 and 2017. The intent of the review was to identify trends among projects, and analyze whether there were any common causes for projects' successes or failures. PPIAF extended the work to include a review of 23 activities that ended in 2019.
Service Provided
DHInfrastructure prepared evaluation reports for 145 projects covering PPIAF's main infrastructure sectors (energy, digital technology, transport, and water and sanitation) as well as projects that sought to develop institutional capacity and legal reform. We conducted a mixed methods (qualitative and quantitative) analysis of the 145 projects, in addition to the 190 projects already evaluated by PPIAF. We used this analysis to identify patterns of project success or failure. We also completed outcome realizations for 23 projects that closed in FY19.
