Economic Analysis of Elder Care in Hubei, China

Description

The Asian Development Bank (ADB) was working with the provincial government of Hubei in China to design a three-tiered elderly care system that provides care at home, in the community, and at residential and nursing facilities. This system would integrate elderly care services with health care. ADB wanted to assess the economic viability of several facilities, some of which was being procured as a public-private partnership.

Service Provided

DHInfrastructure reviewed surveys that assessed the demand for home- and community-based elder care services. The survey responses were used to forecast demand for elder care facilities. We then conducted a cost-benefit analysis of the proposed facilities that assessed the economic viability of the project and modeled sensitivities to changes in assumptions.
