Description
On December 7, 2018, Washington Gas Light (WGL) submitted a request for approval to the District of Columbia Public Service Commission (PSC), of its second five-year infrastructure replacement plan: PROJECTpipes2. Their initial plan (PROJECTpipes1) was approved by the PSC in 2014. These five-year plans are part of the company's 40-year Accelerated Pipe Replacement Plan. PSC wanted the help of expert consultants to support its staff with the review of WGL's five-year plan.
Service Provided
DHInfrastructure assessed WGL's performance on PROJECTpipes1 and identified lessons to be applied to PROJECTpipes2. We reviewed leak rates and projected reduction, validated GHG emission reduction assertions, and evaluated the need for each program proposed under PROJECTpipes2. We performed comparisons against similar programs in Maryland and Virginia and identified a set of best practices. We evaluated WGL's proposed processes for annual project list filings. Lastly we performed modeling and analyses to determine alternative revenue requirements and rate design.
