The Maryland Public Utilities Article §4-210 established the Strategic Infrastructure Development and Enhancement (STRIDE) program and an associated cost recovery mechanism to incentivize local gas distribution companies to accelerate improvements in gas infrastructure. As part of its legislative responsibility mandated in the STRIDE statute, the Maryland Public Service Commission (PSC) established a series of annual filing requirements for companies to gain approval of project lists, set recovery surcharges, reconcile estimated and actual costs, and update stakeholders on STRIDE program progress. Within its role as a consumer advocate, Maryland’s Office of People’s Counsel (OPC) reviews each filing and, as necessary, submits comments to the PSC.
DHInfrastructure was hired by OPC to support its staff with the review of the periodic STRIDE filings submitted throughout the year. Our staff reviewed filings made by the three gas distribution companies in Maryland, prepared discovery on any issues identified, and as necessary drafted comments for submission to the PSC.
