The World Bank wanted to assist the Government of Belarus by recommending financing and delivery options for scaling up energy efficiency investments in thermal retrofits and heating system upgrades in residential and public buildings.
Service Provided
DHInfrastructure (1) assessed the legal, regulatory, and institutional environment's readiness to scale up energy efficiency projects; (2) quantified the potential for energy efficiency improvements and associated investment needs; and (3) developed a roadmap for scaling up energy efficiency investments, including areas for donor involvement. Based on energy audits conducted by local consultants, we built a model to evaluate different energy efficiency investment options and potential energy savings of each project package. We also analyzed Belarus' public finance and administration system and alternative public finance arrangements to devise options to finance and deliver the proposed investments. Finally, we developed a roadmap that described legal and regulatory changes required to implement the energy efficiency investments.
