Description
The Caribbean Telecommunications Union (CTU), with the support of the World Bank, wanted to hire consultants for the design, preparation, and implementation of a regionally harmonized policy and institutional framework for open access and Public-Private Partnerships (PPP). The CTU first needed a draft a terms of reference (ToR) which would ensure the consultants hired would have good knowledge of international practice in broadband PPPs and would also develop an approach that recognized the unique national policies and circumstances in each of the countries of the Organization of Eastern Caribbean States (OECS).

DHInfrastructure held a training workshop on PPPs in broadband and prepared the ToR for consultancy services for a regionally harmonized policy framework for PPPs and open access in broadband infrastructure. We drafted the ToR to reflect international best practice for PPPs and tailored it to complement existing national policies and institutional strengths and gaps.
