The Government of Armenia and the Municipality of Yerevan asked the Asian Development Bank (ADB) to evaluate whether it would be feasible to finance improvements to certain aging infrastructure through Public-Private Partnerships (PPPs). The Municipality of Yerevan was interested to see if a PPP option was fit for improving the condition of the elevator in condominium buildings, most of which are beyond their expected life. The Government of Armenia wanted to evaluate the possibility of constructing a section of the North-South Corridor and to procure rolling stock through a PPP.
DHInfrastructure evaluated the extent of rehabilitation required in the elevator stock, and estimated rehabilitation costs. DHInfrastructure then developed a set of potential PPP options for Yerevan Municipality for procuring and maintaining new elevators. DHInfrastructure also evaluated the viability of a section of the proposed North-South Corridor that is being considered for a potential PPP scheme; creating a toll model to inform the Government of Armenia what the toll level would be under varying levels of government subsidy.
