The Role:
We are seeking a Principal Rates Consultant to lead regulatory assignments related to cost of service, revenue allocation, rate design, and infrastructure policy. This is a senior-level role designed for someone who has 8–12 years of professional experience, including substantial experience supporting or providing testimony in U.S. utility regulatory proceedings.
The successful candidate will lead technical work, mentor junior staff, develop case strategy, and interact directly with clients. There is also significant opportunity to contribute to DHInfrastructure’s international tariff, regulatory reform, and infrastructure advisory projects.

Key Responsibilities:

Lead regulatory case strategy, analysis, and expert testimony development.

Prepare or directly support expert witness testimony for U.S. regulatory proceedings.

Conduct or oversee discovery processes (data requests, depositions, cross-examination prep).

Manage project teams and mentor junior staff.

Support client relationship management and new business development.

Contribute technical expertise to international projects involving tariff setting and regulatory reform.
Qualifications:

Bachelor’s degree in Economics, Finance, Engineering, Public Policy, or related field; Master’s preferred.

8–12 years of relevant experience in utility regulation, rate cases, or regulatory consulting.

Direct experience with cost of service studies, rate design, and revenue requirement modeling.

Substantial experience providing or supporting expert testimony (3–5 cases preferred).

Strong writing, modeling, and communication skills.

Self-starter with strong organizational and leadership skills.

Interest in bringing analytical rigor to both U.S. and international infrastructure projects.
