Energy Tariff and Regulation Support to Vanuatu's Utilities Regulatory Authority

Description

The Asian Development Bank (ADB) wanted to help build capacity at Vanuatu's Utilities Regulatory Authority (URA) in regulating tariffs and service quality.

Service Provided

DHInfrastructure reviewed the legal and regulatory framework for Vanuatu's energy sector, cross-subsidies, and Government subsidy mechanisms. We helped to revise existing tariff petition procedures and provided capacity-building support to URA related to service quality indicators in the electricity sector and the possible use of financial penalties to incentivize performance, regulatory ethics and the role of the regulators, and approaches to estimating the revenue requirement. Finally, we updated electricity regulatory reporting requirements based on URA experience and developed a uniform system of accounts for regulated utility services.
