Description
The World Bank requested a review of the progress of the Japan-World Bank Program for Mainstreaming Disaster Risk Management in Developing Countries (“the Program”). The Program helps support grant and financing activities in developing countries with the goal of integrating disaster risk management in national development planning strategies and investments and connecting Japanese and global expertise to these investments. The World Bank requested a completion report of Phase 1 and a midterm review of Phase 2, including an evaluation of success factors and lessons learned to inform planning for a possible Phase 3.
Service Provided
DHInfrastructure conducted a mixed-methods review of Phase 1 and 2 of the Program through an analysis of project documents and semi-structured interviews with representatives from grant recipient client countries, Japanese stakeholders, and World Bank staff. We developed review questions to evaluate the program's success based on the Organization for Economic Cooperation and Development (OECD)'s Development Assistance Committee (DAC) evaluation criteria of relevance, coherence, effectiveness, efficiency, and sustainability and presented recommendations for the implementation of the second half of Phase 2 and a potential Phase 3 of the Program. We also made recommendations for monitoring and evaluation process improvements.
