Utility Services of Illinois, Inc (USI) submitted a petition to the Illinois Commerce Commission requesting approval for a general rate increase for water and wastewater services. The Illinois Attorney General's Office (IL-AGO) hired DHInfrastructure to assess the requested revenue increase and a proposed rate design for low-income customers.
Service Provided
DHInfrasturcture staff conducted an evaluation of USI's low income proposal and a review of the capital projects being added to rate base. Our staff submitted expert testimony on behalf of the AGO that proposed adjustments to the design of the low income program that would lower the cross-subsidy included in the rate design for the standard (undiscounted) low income rate and establish less conservative eligibility requirements as part of the annual reverification process. Following the adoption of a new law in Illinois that will create a statewide support program for water and wastewater customers, we submitted supplemental testimony that addressed how these benefits could compliments the program being offered by USI.
