Utility Services of Illinois 2021 Water and Wastewater Rate Case

Description

Utility Services of Illinois, Inc (USI) submitted a petition to the Illinois Commerce Commission requesting approval for a general rate increase for water and wastewater services. The Illinois Attorney General's Office (IL-AGO) wanted to assess the requested revenue increase and a proposed rate design for low-income customers.

Service Provided

DHInfrastructure conducted an evaluation of USI's low-income proposal and a review of the capital projects being added to rate base. Our staff submitted expert testimony on behalf of the AGO that proposed adjustments to the design of the low-income program that would lower the cross-subsidy included in the rate design for the standard (undiscounted) low-income rate and establish less conservative eligibility requirements as part of the annual reverification process. Following the adoption of a new law in Illinois to create a statewide support program for water and wastewater customers, we assessed how these benefits could complement the program being offered by USI.
