Prefeasibility Analysis for Carbon Capture, Utilization, and Storage at Asian Refineries

Description

The Asian Development Bank (ADB) has been working on promoting and implementing Carbon Capture, Utilization, and Storage (CCUS) technologies in Asia since 2008. ADB sought a financial expert to study the refining and petrochemical industries and identify opportunities for CO2 utilization in ADB member countries along with an analysis of economic and environmental aspects of CCUS scale-up.

Service Provided

DHInfrastructure researched the general capital structure financing pattern of major refineries and oil companies in Asia, with a focus on companies in India, Indonesia, Malaysia, and Vietnam. We explored various tools (grants, guarantees, loans, etc.) that could be used by ADB in financing innovative CCUS projects. We reviewed the economics of CCUS development globally and identified cost and demand drivers throughout the life cycle. We identified and categorized opportunities for ADB to finance and otherwise support CCUS initiatives, including a set of decision criteria. In reviewing the refinery and petrochemical markets in Asia, we highlighted risks and opportunities in CCUS interventions over the next ten years.
