Economic and Social Costs of Underheating in Georgia

In 2019, the World Bank wanted an analysis of the economic and social costs of underheating in different types of public and private buildings in Georgia. In 2021, the World Bank wanted to develop a stand-alone Policy Note summarizing the study's findings and providing Government with policy recommendations focused on investments into energy efficiency improvements for residential and commercial buildings.

Service Provided

In 2019, DHInfrastructure reviewed World Bank reports on underheating in schools, healthcare facilities, private businesses, and residential buildings and on the potential impact of household energy efficiency improvements on indoor temperatures and health. We drafted a consolidated report that combined the analysis of the World Bank reports and developed recommendations on measures to improve heat supply. In 2021, we developed a separate Policy Note to provide recommendations to Government on how to finance energy efficiency improvements.
