Regulatory Support for Sierra Leone Electricity and Water Regulatory Commission (EWRC)

Description

The Millennium Challenge Coordinating Unit (MCCU) in Sierra Leone wanted to support the Electricity and Water Regulatory Commission (EWRC) to develop its regulatory capacity. To support this work, MCCU wanted to hire a remote advisor to build EWRC's capacity and advise on regulatory processes.

Service Provided

DHInfrastructure supported EWRC in implementing electricity sector regulations and codes approved by Parliament. We also helped draft additional priority regulations and codes and held workshops and training sessions for EWRC staff on tariff-setting, evaluation of power purchase agreements, key performance indicators for utilities, consumer outreach, and complaints handling. We worked with EWRC's Director General to identify needs for supplemental technical assistance in areas such as transparency and circulation of information, review of power purchase agreements, monitoring, and relations with stakeholders. Finally, we reviewed the transmission tariff methodology for the West African Power Pool (WAPP) and assessed the impact of entering the WAPP would have on Sierra Leone's Energy Generation and Transmission Company.
