Description
The Public-Private Infrastructure Advisory Facility (PPIAF) wanted to conduct a review of a large sample of projects that it funded between 2011 and 2018 to identify trends among projects and analyze whether there were any common causes for projects' successes or failures. After the initial review, PPIAF extended the work to include a review of 23 activities that closed in fiscal year 2019.

DHInfrastructure prepared evaluation reports for 145 projects covering PPIAF's main infrastructure sectors (energy, digital technology, transport, and water and sanitation) as well as projects that sought to develop institutional capacity and legal reform. We conducted a mixed-methods (qualitative and quantitative) analysis of these 145 projects, plus another 190 projects already evaluated by PPIAF. We used this analysis to identify patterns of project success or failure. We prepared case studies to highlight activities which had strong success or faced difficulties. We also completed outcome realizations for 23 projects that closed in fiscal year 2019.
