Evaluation of the New Deal on Energy for Africa (NDEA)

Description

The Independent Development Evaluation (IDEV) unit of the African Development Bank (AfDB) wanted to evaluate the New Deal on Energy For Africa (NDEA), which aimed to achieve universal access to energy by 2025 through increasing on- and off-grid generation, expanding transmission lines, providing access to clean cooking energy, and leveraging public and private resources to solve Africa's energy challenges. Specifically, IDEV wanted to evaluate the quality at entry of the NDEA Strategy, benchmark the NDEA against other major energy initiatives in the region, and develop country case studies to assess ecosystems-based factors to the success or failure of the NDEA's implementation.

Service Provided

DHInfrastructure reviewed the design process used by AfDB and the quality of key project documents, examined the linkages between the NDEA's activities and the program's goals and intended outcomes, and assessed institutional and monitoring and evaluation arrangements. We compared the NDEA's design and institutional setup against other large-scale energy sector initiatives working across Africa. We also developed an approach for country case studies to evaluate the hypotheses that drove the design of the NDEA and assess the readiness of countries for the activities proposed under the NDEA.
