The World Bank wanted assistance preparing 15 country case studies and a thematic flagship report for the financial viability theme of its global knowledge program, "Rethinking Power Sector Reforms." DHInfrastructure prepared case studies for each country that synthesized existing work provided by the World Bank, including country- and utility-level data and cost-recovery models for utilities in each country. We used data from these models and utility financial statements to calculate financial indicators to include in a database, containing roughly 300 indicators, that we developed for the project. We calculated correlations and examined trends over time to complement country case studies about the impact of reform efforts and country and sector conditions on cost recovery. The flagship report analyzed tariff setting and subsidy design issues in the context of achieving financial viability in the power sector. Our findings were presented at the World Bank's Energy Week, 2019.
